I often use the open source software development models like Java Community Process as examples of how we should be developing using collaborative technical teams that both solve technical challenges and agree upon the standards and patterns that need to be used and certified into.  That is the bottom up part of governance that I believe we must adopt and make efficient.  Unfortunately most of our acquisition oversight bureaucrats think governance means top down direction.  We must come up with a way to learn from the work you are doing.  marv</description>
